12:16 p.m. Welcome
LeeAnne Cornyn, Office of Ohio Governor Mike DeWine
- Director Cornyn presented additional meeting dates and times for committee.
- Director Cornyn asked for volunteers to host a committee meeting at their organization.
- Dr. Gabbe recommended having a home visit outside of committee meetings.
- Ms. Gibson recommended a virtual home visit.
- Director Cornyn concluded that she and Ms. Cordonnier would work on setting up a home visit outside of committee meetings.
12:28 p.m. Updates
Sandy Oxley, Ohio Department of Health
- Ms. Oxley presented dashboards from ODH’s OCHIDS database.
- Ms. Oxley showed data on both capacity and families served in home visiting throughout Ohio.
- Stated 13 counties are currently at capacity, 12 providers are at capacity.
- Dr. Duby asked if issues with capacity have anything to do with lack of workforce, funding, etc. Ms. Oxley answered for southeast counties it’s a workforce issue.
- Ms. Gibson stated in her region, issues are workforce and reimbursement.
- Ms. Oxley presented key performance indicators categorized by race, saying 34% of individuals ODH is serving through home visiting are African American.
- Ms. Oxley presented outcomes from Healthy Families America and Nurse-Family Partnerships models.

- Betsy Blakeman, mother, and her five-year-old son told their story and experience with home visiting.
- Ms. Blakeman concluded stating home visiting helped her grow as a mom, parent, and wife.
1:06 p.m. Medicaid Home Visiting Basics
Dr. Mary Applegate, Director Maureen Corcoran, and Icilda Dickerson, the Ohio Department of Medicaid
- Dr. Applegate began with giving members the history of Ohio Medicaid and home visiting.
- Dr. Applegate explained how Medicaid invests in paying for services such as physical health and behavioral services, along with education and social environment. The reason being is because they believe these build a foundation.
- Dr. Applegate presented what Medicaid can and cannot cover. Explained they can provide services in the home, however, some visiting programs may include component services, which do not meet Medicaid requirement, and may require support through other funding options. Her suggestion is for state agencies to work together to better these gaps.
- Dr. Applegate presented Enhanced Maternal Care Guidelines.
- Director Corcoran stated that through all of the work she’s done, she has noticed guidelines in Ohio have become uniform. She intends to make requirements customizable to the unique needs of all populations in Ohio.
- Dr. Applegate discussed state funding options.
- Dr. Applegate summarized how Medicaid can be an important source of the solution, however, partnerships are absolutely essential within the state agencies. She stated we need to understand what’s working where and why throughout the state and we need to take a systematic approach to referrals.
- Dr. Duby asked what it would take to make all of this happen. Director Corcoran answered that it starts with this advisory committee. The challenge is trying to determine the best way to achieve expectations and targeted outcomes and to realize this is a ten-year plan.
- Director Dawson stated the committee needs to remember the importance of being able to drill down to the population that bears the burden.
- Director Dawson asked if infant mortality investments will continue. Director Cornyn answered that’s part of the work the committee is trying to accomplish.
1:47 p.m. Discussion
- Director Cornyn asked committee to consider how all of these state investments fit together. Handed members Health and Human Services Federation packet regarding evidence-based home visiting. Stated packet could be baseline of what evidence-based is, but committee should continue to learn what other programs are out there.
- Director Dawson stated her HUB program is evidence-based, wants to clarify the HHS program is not the only evidence-based program. Director Cornyn clarified committee can always provide enhancements.
- Ms. Leatherman stated Medicaid money has allowed her program to fill gaps where needed.
1:56 p.m. Conclusion
- Mr. Lashutka reminded members to format their thinking based on what Governor DeWine’s executive order has tasked them with.
- Ms. Van Ginkel stated committee needs to always look at who is doing work that is producing results and to understand some of committee’s work will take time.
